OREANDA-NEWS. October 25, 2010. Customs services of Moldova and Russia to exchange preliminary information on cargoes and transport vehicles, moved through the borders. As it was informed in the Customs Service of Moldova (CSM), in the course of the working meeting, held in Chisinau, the specialists of the CSM and the Federal Customs Service of Russia (FCS RF) coordinated the technical aspects of organization of experiment on exchange of preliminary information in terms of cargoes and transport vehicles, moved through the customs borders of both countries.

The agreement stipulates that after the FCS RF finishes the managerial and technical procedures of preparation it will inform the Moldavian side on its readiness to start the experiment. The system of exchange of preliminary electronic information implies that one side will get the electronic data on cargoes and transport vehicles of the other one before their crossing the border. This allows carrying out the analysis of possible risks in advance.

The exchange of preliminary information is intended to provide the security and facilitate the external trade by means of enhancement of customs control and acceleration of customs procedures. Moldova has already had the experience in the field of exchange of preliminary electronic information. Such system is effective with the State Customs Service of Ukraine since January 2008 under the auspices of the EU Border Assistance Mission to Moldova and Ukraine (EUBAM).

Now the experience of Moldova and Ukraine will be studied by the Russian customs officers. For this purpose the representatives of the FCS RF will pay a visit to one of checkpoints at Moldavian-Ukrainian border. The exchange of preliminary electronic information is one of international standards, recommended by the World Customs Organization.
