OREANDA-NEWS. November 3, 2010. Rostelecom will invest RUR 5 bln in establishing infrastructure for the “Electronic Government” by 2015.  This news was reported by Vice-President of Rostelecom for Federal Programs Alexey Nashetkin, addressing a round table in Krasnoyarsk “Electronic Government: Siberian vector”.  The round table was chaired by the Government of the Krasnoyarsk Territory with support from the Ministry of Telecommunications and Mass Media of the Russian Federation and was devoted to regional electronic communication development and connecting the regions to the federal state services portal.

The round table was also attended by head of the Department for State Policy in the Field of Electronic Communication Development and IT under the RF Telecommunications Ministry Andrey Lipov, Minister of Electronic Communication Development and Telecommunications for the Krasnoyarsk Territory Alexey Turov, Vice-President of Rostelecom and Head of the Siberian Branch of Rostelecom Roman Kravtsov and over 50 representatives of Siberian IT and telecommunications companies, the government of Krasnoyarsk Territory and the Mayor of Krasnoyarsk.

Alexey Nashetkin told the attendees of the round table about progress in implementation of the project aimed at forming the “Electronic Government”, the model developed by the company for interacting with the regions, as well as the decisions proposed by Rostelecom for launching the regional segment of the “Electronic Government” and the benefits which the Krasnoyarsk Territory will receive from its implementation.

After the report a discussion was held at which experts discussed the outlook and specific details related to building the “Electronic Government” at the regional level, as well as integrating into this project a number of IT developments in the regions.  The issue which raised the most interest at the meeting was Rostelecom’s role as the executor authorized to implement this project and the ways and means being develop to interact with the regions under this project.

According to the Minister of Electronic Communication Development and Telecommunications for the Krasnoyarsk Territory Alexey Turov, the process of electronic communication development in the Krasnoyarsk Territory is moving ahead at a rapid pace, and our challenge is to meet the timeline for getting the “Electronic Government” up and running, so that state, municipal and regional services can roll out the proper services within the established timeframe throughout the Krasnoyarsk Territory.  In this case, Rostelecom is laying the framework on which these relations are to be developed when implementing the federal project”, he pointed out.

Andrey Lipov pointed out that “Rostelecom is offering assistance in working out and implementing decisions in regions and for state agencies which are unable to carry out this work themselves.  Furthermore, everything that has been done so far in the region will be preserved and integrated into the “Electronic Government”.  As a matter of fact, the “Electronic Government” is a complex system which consists of many elements which are carefully tested and tried”.

According to Alexey Nashetkin, “Rostelecom’s challenge is not only to implement its standard solution in the region but also to integrate it with what has already been done by the region itself, while the round table is an attempt to launch a productive dialog between Rostelecom and the IT community in the regions”.  “Hopefully we can all reach a consensus and the ideas and initiatives contributed by the region’s companies will be helpful when implementing the project on a nationwide basis”, Mr. Nashetkin pointed out.
