OREANDA-NEWS. November 9, 2010. A new procedure of control over contractors’ observance of H&S norms and regulations is introduced at AMKR. On the stage of tender potential contractors should demonstrate their serious attitude towards safety rules.

The assessment is performed by the H&S Department according to the following criteria: incidents frequency rate for the latest three years, availability of higher risk works permits, equipment capability of the organization, availability of safety management system certificates, availability of PPE and CPE, personnel trainings in H&S and fire safety as well as the information about the organizations spends on safety. Depending on the results of the assessment each organization is distributed to green, yellow or red sector (“traffic lights principle”). If a fatality or a group incident took place in the organization or the contractor has no proper permits from State Department for Industrial Safety Supervision, such organization is automatically placed into “red sector”. The organization placed into red sector will not be allowed to tender and they will need to take safety improvement measures so as to be allowed to tender again.

The organizations placed into yellow sector, i.e. having unsystematic breaches (for example absence of technical inspection documents) are given notification regarding what should be reclaimed before start work at AM site. During re-inspection if the organization is already performing contract works and such incompliancies are revealed the organization is suspended from the works, claimed penalties and should reclaim the revealed incompliance before restart of the works.

Vladimir Kirilenko, Safety Director of AMKR: “The selection system enables to be at maximum sure that the engaged contractor has safety management system in compliance both to the Ukrainian legislation and to AM standards. 160 contracting organization at average work at our enterprise, the number of employee is about 2000. We should we sure that all these people work safely”.

Rinat Starkov, CEO of AMKR: “The idea of such classification belongs to my predecessor Jean Jouet and was first considered in April 2010. We decided that the system is needed at the enterprise because unfortunately we had a lot of incidents happened to contactor’s employees. So as we do not divide people to “insiders” and “outsiders” everything which happens at the site is under our responsibility. We believe that the system will help us not only to screen unreliable contractors at tender stage, but it will be a good stimulus to the organizations having a wish to work with us to improve their safety management systems. More attention to safety issues, contractors’ improvement in this sphere should be final result of the system implementation and – the most important thing – frequency and severity rate reduction at contractors’ organizations”.
