According to the press service of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), it refers to the services of creation, implementation and ensuring the functionality of automated information systems of state importance, including software.

New approach in licensing of activity in this field in prescribed by the amendments to the Law on regulating entrepreneurial activity by means of licensing, expected to enter into force on November 10, 2010. Licenses for the mentioned type of activity may be requested by individuals or legal entities, duly registered in Moldova as a company or organization, irrespective of property type and legal form of organization, as well as by any individuals who may carry out some types of activities subject to licensing under other legislation.

The license is issued on the basis of the application submitted. ANRCETI Board of Directors takes a decision to issue the license within 10 days after the appropriate application has been submitted. The license is made and issued to the applicant within 3 working days from date the document confirming payment of license fee is received. The fee, as established by law, is 2,5 thousand lei, fully transferred to the state budget. Simultaneously with the license, the applicant receives license terms, prescribing the obligations to provide relevant services, the rights and responsibilities of the license holder.

The license is valid for 5 years and may be extended, for the same period, under the same conditions. Up to now, the Agency has issued, pursuant to the mentioned Law, licenses for two types of activity in information technology field: (a) for services of development, maintenance and implementation of software, information equipment and information systems of state importance and (b) for services of design, development, implementation of automated information systems and resources of state importance (creation of databases, their exploitation and services on information supply) and insuring their operation. Such licenses are valid for one year. Currently, 48 companies have one license each for both types of activity.
