OREANDA-NEWS. November 26, 2010. It is stipulated by the framework document on the Comprehensive program for institutional development of Moldova for 2011-2013 signed on Wednesday in Chisinau by Prime Minister Vladimir Filat and the head of the European Delegation in Chisinau Dirk Schubel.

The program will be implemented within the framework of the European Union’s project “Eastern Partnership” and will help Moldova fulfill its obligations to be undertaken by it within the future Agreement on Association. Vladimir Filat said the document stipulates development of the government’s possibilities in the European integration process, carrying out of the key reforms which will have influence on signing of the Agreement on Association with the EU and creation of the zone of free trade with the European Union.

Particularly, the matter concerns development of state institutes’ abilities of carrying out the state administration reform, strengthening of the legal state and observance of human rights and freedoms as well as preparation of Moldova for the entrance into the free trade zone with the EU. The Program stipulates provision of equipment, technical and expert assistance, educational and scientific programs, exchange of experience between specialists of Moldova and the EU, improvement of Moldovan specialists’ skills in areas connected with the association process, implementation of specialized programs, carrying out of research, modernization of infrastructure.

Vladimir Filat said the State Chancellery, the Ministry of Home Affairs, Ministry of Economy, Ministry of Agriculture and Food Industry, National Competition Protection Agency, the Agency for State Purchases, the Agency for Protection of Intellectual Property Protection, the Center for Fighting Economic crimes and Corruption, the General Public Prosecutor’s Office would be the Program’s users in Moldova.
