OREANDA-NEWS. November 26, 2010. A ceremony to lay a foundation stone for the construction of a modern cogeneration combined cycled plant (CCT-TPP) with installed electric capacity of 44 MWe and thermal capacity of 27 Gcal/h was held in the city Znamensk (the Astrakhan region).

The CCT-TPP construction project’s implementation would result in securing reliable and continuous supply of electricity to consumers of the Astrakhan region, reducing deficit in the region’s generating supplies as well as in restraining tariffs on thermal energy for residents of Znamensk.

Under the technical documentation state-of-the-art domestic equipment and advanced technologies are to be used in operating CCT-TPP and this would allow to substantially enhance natural resources utilization efficiency and minimize negative impact on the environment.

Regional and local authorities are providing an all-round support for the project. Under the order of the Astrakhan region Governor Alexandr Zhilkin the project was accorded the status of the most important investment project and under the Znamensk Investment Council’s Resolution the construction of CCT-TPP was included in the Program of the Comprehensive Development of the Znamensk Housing and Communal Services.

In July of 2010, Vnesheconombank opened a credit line for the project’s initiator, CJSC GK-4 in the amount of 2.1 billion rubles. The project’s total value is 2.8 billion rubles.

A commissioning of CTT-TPP in the city of Znamensk would help to create new jobs and increase cash flow in budgets of various levels.

Under the Memorandum on the Bank’s Financial Policies one of Vnesheconombank’s main line of activities is energy infrastructure development.
