OREANDA-NEWS. November 30, 2010. Chairman of JSC FGC UES Management Board Oleg Budargin made a report at the meeting of the Commission on the Russian economy modernization and technical development under the President of the Russian Federation. The meeting chaired by the President of the Russian Federation Dmitry Medvedev was held in Naberezhnye Chelny (the Republic of Tatarstan) and devoted to implementation of regional energy efficiency enhancement programs.

During his statement at the meeting Oleg Budargin reported on the complex program of the company modernization and energy efficiency enhancement. The program provides for development, trial run and large-scale implementation of new equipment and technologies at JSC FGC UES facilities, localization of electrical equipment manufacturing on the RF territory including under foreign trade marks, realization of pilot projects on implementing intelligent grid in certain Russian regions, and realization of R&D program. The first five-year period of modernization resulted in developing scientific, technologic and normative basis for implementing intelligent grid, initiating system-wide project of implementing intelligent grid within the UES of Russia using equipment manufactured on the RF territory.

Oleg Budargin specially focused on pilot realization of intelligent grid implementation in the Far East. The project assumes establishing of six territorial clusters on the territory of Amur region, Primorskiy and Khabarovsk Territories. They aim at enhancing reliability of power supply, providing power for new productions and assume large-scale implementation of innovative types of equipment and technologies such as digital substation, power electronics equipment (DC links, STATCOM, RPSC, etc.), high capacity accumulators, modern control, equipment diagnostics systems and other technologies.

The project implementation will enable solving certain technologic issues existing in UES of Siberia and East, reducing backbone grid losses, increasing transmission capacity of power lines, minimizing probability of system outages, and leveling peak loads in the energy system. Economic benefit from the project implementation on the territory of UES of East can total up to RUR 10 bln annually. In addition, in the course of cluster establishing it is planned to develop new technologies and equipment for the UNEG within current R&D, optimize various technologic solutions with further use in other energy systems.
