OREANDA-NEWS. November 30, 2010. Belarus is preparing a regulatory framework for construction of housing to be rented to individuals, the head of a board with the permanent commission for housing policy, construction, trade and privatization with the lower chamber of parliament, the House of Representatives, Vladimir Dmitruk, said during a business forum in Minsk.

“A block of flats was built as an experiment a year ago; we have a draft presidential ordinance regulating rent of housing, however, the outlook is not clear yet,” Dmitruk said.

“We cannot transfer 100% of housing we build into private ownership; the state should own some housing to rent it. In Belarus, 86% of housing is owned by households or corporate entities,” he said.
