OREANDA-NEWS. December 03, 2010. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Moscow City Department for Housing-and-Utilities and Urban Amenities, reported the press-centre of FAS Russia.

The case was initiated upon a petition to FAS Russia from “Public Environmental Control [Obschestvenny Ekologichesky Kontrol]” Regional Public Organization.

FAS Russia suspects that the Housing-and-Utilities Department violated Part 1 Article 15 of the Federal Law “On Protection of Competition”. The Department sent a fax to medical and preventive treatment institutions that from 1st October 2010 to 15th November 2010 centralized removal of pathological waste for disposal and burning would take place with the assistance of “Ecotechprom” State Unitary Enterprise.

At the moment medical and preventive treatment institutions have already concluded government contracts for the above works.

The case is scheduled for 8th December 2010.

Part 1 Article 15 of the Federal Law “On Protection of Competition” prohibits federal executive bodies, executive bodies of the constituent territories of the Russian Federation, local self-government bodies, other bodies and organizations exercising the functions of the above bodies as well as state extra-budgetary funds and the Central Bank of the Russian Federation to adopt acts and (or) exercise actions (omissions) that lead or can lead to preventing, restricting or eliminating competition.
