Andrei Borodin takes part in the closing session of the Council under the Authorised Representative of the President of the Russian Federation in the Central Federal Area and the signing ceremony of the Trilateral agreement on regulation of social and labour relations in the Central Federal Area for 2011-2013

The Bank of Moscow President Andrei Borodin took part in the final 2010 session Council under the Authorised Representative of the President of the Russian Federation in the Central Federal Area, held in Moscow and chaired by Georgy Poltavchenko, which was devoted to "Industrial Policy in the Central Federal Area: prospects for development and co-operation". It was attended by Mayor of Moscow Sergey Sobyanin, the heads of the Administrations of constituent entities of the Russian Federation of the Central Federal Area, members of the Federal Assembly of the Russian Federation, chief federal inspectors of constituent entities of the Russian Federation, representatives of ministries and departments of the Russian Federation and state corporations.

Previously, a Meeting had been held in Moscow of the Trilateral Commission for regulation of social and labour relations in the Central Federal Area "On the actions of the parties to the social partnership in the sphere of labour and employment during the period of unstable economic development in regions of the Central Federal Area". Within the scope of the meeting, the Bank of Moscow President Andrei Borodin, being the Chairman of the Co-ordinating Council of the Russian Union of Industrialists and Entrepreneurs of the Central Federal Area (KS RSPP CFO), Chairman of the Association of Territorial Unions of Trades Union Organisations of the Central Federal Area Anatoliy Syrokvasha and heads of the Administration of constituent entities of the Russian Federation belonging to the Central Federal Area signed a new three-year Trilateral Agreement between the executive authorities of the constituent entities of the Russian Federation in the Central Federal Area, the Association of Territorial Unions of Trades Union Organisations of the Central Federal Area and the KS RSPP CFO.

As Andrei Borodin noted, "the last three years, since the previous Trilateral Agreement was signed, have abounded with difficult events in the social and economic spheres, yet all the obligations assumed within its scope have been fulfilled. Understanding the serious problems facing business, we believe that they can only be resolved by creating conditions for increasing business activity, thus making it possible to create new jobs. A number of projects are currently being implemented to support small business, including crediting of small enterprises with the participation of the Russian Bank for Development. The Bank of Moscow is taking an active part in this project. Even so, it is unfortunately premature to speak of any invigoration of small and medium-sized business so far.

The tasks of improving the business climate and increasing business activity cannot be fulfilled without a strategy for social and economic development of the Central Federal Area in the medium and long-term. A system of goals, methods for achieving them, co-ordinating investment supply and demand, and end goods and services is needed. Such a strategy is now being developed and the Co-ordinating Council of the RSPP CFO is provided all-out assistance to support this process".
