OREANDA-NEWS. December 17, 2010. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsyganov took part in the 7th Annual Forum “Mergers and Acquisitions in Russia), reported the press-centre of FAS Russia.

Speaking at the conference, Andrey Tsyganov told about the amendments that came into force after adopting in 2009 the “second antimonopoly package”, the FAS Russia’s requirements to mergers and acquisitions and the recent novelties and expected changes to the antimonopoly law. “We hope that already during 2011 spring session the State Duma will approve the “third antimonopoly package”, which will be liberalizing the norms of the antimonopoly law”, said Deputy Head of FAS Russia.

Mr. Tsyganov discussed enforcement practice of No.57-FZ Federal Law “On the Procedures for Foreign Investments to Business Entities of Strategic Importance for National Defence and State Security. He also covered the issues related to strategic activities, procedures for filing and considering petitions from foreign investors, the types of control over foreign investments to strategic companies and other important aspects of the Law “On Foreign Investments”. Andrey Tsyganov emphasized that the law is rather liberal and in two years only two out of 174 petitions received by the Antimonopoly Service were not approved. Deputy Head of FAS Russia also shared the plans of the antimonopoly authority to abolish transactions notification, adding that in the near future it would be possible to file electronic petitions to antimonopoly bodies.
