OREANDA-NEWS. December 20, 2010. The Federal Antimonopoly Service (FAS Russia) terminated the proceedings against the Moscow Committee for Advertising, Information and City Decorations, initiated upon the signs of antimonopoly violations. The FAS Russia’s Commission did not reveal any violations of Part 1 Article 15 of the Federal Law “On Protection of Competition” in the actions of the Committee, reported the press-centre of FAS Russia.

The case was initiated upon a petition of “ANKO” Ltd. about possible violation of the antimonopoly law by the Advertising Committee. According to the petitioner, , the Advertising Committee violated the law by requiring to reregister technical passports for advertising structures which permissions to install them are still valid. These requirements were put in the letter to “ANKO” Ltd. and, according to the company, unreasonably prevent activities of economic entities involved in placing outdoor advertising and information in Moscow.

The FAS Russia’s Commission established that on 28th December 2009 the Advertising Committee passed the order, which changed the procedures for prolonging technical passport of advertising places. Under the order, the technical passports for outdoor advertising and information facilities are valid the same period as the permit for installing advertising and information facilities, which is five years. The FAS Russia’s Commission did not discover the facts of registering technical passports that expire earlier that five years after the order was issued.
