OREANDA-NEWS. December 29, 2010. The Commission of the Office of the Federal Antimonopoly Service in the Yaroslavl region (Yaroslavl OFAS Russia) found that “Russian Post” Federal State Unitary Enterprise violated Part 1 Article 10 of the Federal Law “On Protection of Competition” (abusing market dominance).

Yaroslavl OFAS Russia initiated a case based on a petition from a resident of Krasnie Tkachi village, who bought a half-year subscription for the “Severny Krai” newspaper at the village branch of the “Russian Post” at the price that included delivery. According to the Catalogue of the Russian press, the cost of delivery accounts for 40% of the total subscription fee. “Russian Post” violated the law by late delivery of the periodical to the subscriber. Instead of five times a week, “Severny Krai” was delivered to Krasnie Tkachi four times per week at the beginning of 2010 and three times per week – at the end of 2009. Thus the monopolist deprived residents of a possibility to regularly receive the news periodical.

Having investigated the case, the Commission of Yaroslavl OFAS Russia issued a determination to “Russian Post” Federal State Unitary Enterprise to eliminate the antimonopoly violations and avoid such violations in the future.

“Russian Post” must make sure that the periodicals are delivered to the subscribers to meet the terms announced at the time of subscription”, commented the situation the Head of Yaroslavl OFAS Russia, Natalia Sibrikova.
