OREANDA-NEWS. January 4, 2011. The Government of Belarus works out mechanisms to implement the program of social and economic development of Belarus for 2011-2015, Belarus’ Prime Minister Mikhail Myasnikovich told reporters on 30 December.

 “We will be guided by the provisions voiced at the All-Belarus People’s Congress. We are working out mechanisms to achieve certain goals,” Mikhail Myasnikovich said. The point is about the creation of new companies and new jobs. To say that the economy will step up 62%-68% is not enough, the main point is to find the ways to do it. “We are pursuing two goals such as the improvement of legal framework for economic objectives and the incentives to high-efficiency labor,” specified the Prime Minister.

Mikhail Myasnikovich added that he has already discussed these issues with economy and finance ministers. There are problems with wage formation system. “There are some obstacles which have to be removed to spur the initiative,” he said. In his words, it is necessary to create opportunities for ambitious people.

The Belarusian Government does not intend to substantially change the foreign trade policy, Prime Minister told.

“Just like the foreign policy Belarus’ foreign trade activities are rather balanced. There are multiple vectors. We have many interests in foreign markets this is why we pursue our policy taking into account state interests and are eager to respectfully treat our partners,” said Mikhail Myasnikovich.

“It is a different matter that we should have a more active trade and economic stance. We should be part of transnational corporations, alliances in order to be partners instead of competitors,” believes the head of Government. With this in mind Belarus should get integrated in automobile industry, machine tool construction and agriculture.

The country will work quite vigorously, using modern internationally acknowledged forms of manufacturing cooperation and integration. Mikhail Myasnikovich is convinced that more joint ventures with a share of foreign capital will be set up. They will bring about new technologies and markets of raw materials and ready-made products will be distributed more wisely. As a whole it will contribute to Belarus’ sustainable social and economic development.

The Government of Belarus plans to review the structure of public authorities, Mikhail Myasnikovich told.

“Some ministries have accomplished their duty and can be reshaped into a kind of other forms of public administration. Certain ministries can merge into a single one,” Mikhail Myasnikovich said.

The subordination of companies to the ministries may be also changed.

“Today ministries deal only with state-run companies or those with governmental shares. The ministries should pursue state policy in a relevant sector, regardless of its subordination. I mean national, communal and mixed property as well as companies without departmental subordination,” Mikhail Myasnikovich said.

It is a brand new approach, which allows controlling processes in certain industry on the level of government rather through the so-called manual control. The Belarusian statistics and economy will switch to using the National Standard Industrial Classification of Economic Activities (NSIC) starting from 1 January 2011 that is why the need for a new approach arises.

The executive committees of oblasts, regions and cities should become given more authorities. “They know how to deal with their problems, you cannot control everything from the capital,” the Prime Minister said. The executive committees should be vested with relevant rights to ensure the comprehensive and harmonious development of regions.
