OREANDA-NEWS. January 26, 2011.  President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The high-ranking officials of a number of ministries and departments, military and law enforcement agencies were invited to the meeting. Presenting the meeting agenda, the Turkmen leader said that it would focus on the priority issues of the state policy and a number of important documents.

The floor was given to Vice Premier, Executive Officer of the President’s Office H. Muhammedov, who reported on the ongoing work on coordination of the documents related to public administration.

Commenting on the report, Gurbanguly Berdimuhamedov said that this important work must have the firm legal and legislative foundations and be carried out on at the high level, including the through study of relevant issues, drafting of every document and further implementation of all its provisions.

Vice Premier, Minister of Foreign Affairs of Turkmenistan R. Meredov reported on the work done by the Ministry, in particular the outcomes of the second meeting of the Joint Turkmen-German working group, which had been held this week in Berlin. It was noted that the meeting had focused on the approaches to furthering mutually advantageous cooperation based on the long-standing experience and profound potential of partnership. The success of Turkmen-German cooperation was illustrated by bilateral trade turnover, which had made up USD 339 million in 2010. Today, over 30 well-known German companies cooperate with Turkmenistan in various sectors.

Focusing on the significant role of President Gurbanguly Berdimuhamedov’s initiatives in fostering bilateral relations, the Vice Premier pout emphasis of the German partners’ willingness to build up fruitful contacts with Turkmenistan in a wide spectrum of fields, including the trade, economic, fuel and energy and other sectors as well as the humanitarian sphere. In particular, the possibilities for effective partnership in the fuel and energy sector had been considered at the Turkmen-German Energy Symposium, which had taken place in the framework of the second meeting of the aforesaid joint working group. The Vice Premier noted that third meeting of the Turkmen-German working group was scheduled for this May, and the Turkmen-German Economic Forum would take place in November.

Commenting on the report, the Turkmen leader emphasized that our country valued the relations of friendship and fruitful cooperation with Germany, one of the leading European countries and strategic partners of the Turkmen state. President Gurbanguly Berdimuhamedov said that Turkmenistan would enhance and expand further these constructive relationships noting that German companies had been operating on the Turkmen market for many years and earned the reputation of being dependable partners. Mentioning the transport, communications, education, science and construction sectors, supply of state-of-the-art machinery and equipment as the promising fields of cooperation, the Turkmen leader instructed to establish close contacts in such areas as the use of alternative energy sources and high-tech industries.

Touching upon the scheduled events including a regular meeting of the Joint Turkmen-German working group and the economic forum, the Turkmen leader noted that they should be organized n a proper manner and aimed at achieving concrete practical results.

Chairperson of the Mejlis A. Nurberdyeva reported on the ongoing activities of the Parliament, including those aimed at fulfilling the priority tasks assigned by the President of Turkmenistan during the recent meeting with deputies.

Commenting on the report, the Turkmen leader focused on the need to enhance the role and contribution of civil society institutions to drafting and adopting laws noting that parliamentarians must consistently uphold the interests of their constituencies. In this regard, the President expressed belief that the effective and timely actions would be taken on all comments and suggestions, and deputies would spare no effort to promote large-scale programmes of reforms in the epoch of new Revival.

Our duty was to subordinate the legislative work to the practical interests of the society, said President Gurbanguly Berdimuhamedov noting that the main criterion was obvious – to improve the standards and quality of life of people. In this regard, the Turkmen leader recommended that deputies more actively take the initiative and involve relevant ministries and departments and local authorities in addressing socio-economic and housing problems in their constituencies.

Vice Premier M. Yazmuhammedova reported on the ongoing activities in the sectors under her supervisions, including the Days of Culture of Saudi Arabia in Turkmenistan and the programmes of festivities to be held next week.

Touching upon the Days of Culture of Saudi Arabia, President Gurbanguly Berdimuhamedov noted that this cultural action should continue the friendly and mutually beneficial dialogue based on common spiritual and humanistic values of the two fraternal nations. A wonderful supplement to the action was the versatile cultural programme including visits to landmark of the Turkmen capital and the Ahalteke Horse Breeding Complex prepared for the guests of our country.

Touching upon the vectors of development of the national culture, the Turkmen leader gave relevant instructions to the Vice Premier in charge of this spheres to analyze the current state of affairs at cultural and education institutions in villages, etraps and towns throughout the country and set to work that should meet modern requirements.

Vice Premier H. Saparlyev reported on the draft Resolution on the National Programme for POhyscail Culture and Sport Development for the period of 2011-2020 and the ongoing work in this field. The Vice Premier reported on the measures to organize computer training courses for heads of ministries, sectoral departments, other government institutions, organisations and enterprises.

Upon considering and approving the draft, the President signed it and gave instructions to ensure that the provisions of this important document aimed at establishing the principles of healthy living and promoting the physical culture and sport and Olympic movement were consistently and purposefully implemented.

Investment of many millions allocated by the state for these purposes are used to construct and equip sports facilities, sports schools, stadiums, notably develop modern sports and recreation infrastructure, including the tourism and education sectors.

The major aim of the strategy for developing sport and promoting a healthy lifestyle in our country, said President Gurbanguly Berdimuhamedov, should be to involve as many citizens, especially children, schoolchildren, youth, as possible in doing sports and physical training.

Focusing on the need to prepare thoroughly for V Asian Indoor and Martial Arts Games, which Turkmenistan would host in 2017, and other international sporting events, the Turkmen leader gave specific instructions calling upon to apply every effort to promote the Olympic movement in the country, improve the quality of coaching and methodological work train athletes able to compete on international sports arenas.

Touching upon the need to improve computer skills of top managers, specialists and workers of different institutions and organisations, the Turkmen leader instructed to actively apply new office administration management methods, including computer skills and knowledge advanced information technologies. All this would increase working efficiency, facilitate transition to electronic document management system in the country, raise professional skills of specialists at various levels and contribute to development of the information society.

Vice Premier N. Shagulyev reported on the preparations for the meeting of telecommunications and postal operators of the Regional Commonwealth for Communications, which would be held in the Avaza national tourism zone in the first decade of April this year.

Commenting on the report, Gurbanguly Berdimuhamedov noted that the regional meeting of communications professionals scheduled for this April would be held in Turkmenistan for the first time. The fact that it would be conducted in the Avaza national tourism zone proved that it had all necessary conditions for organizing meetings at such a high level. At the same time our country had a splendid opportunity to demonstrate the progress made by Turkmenistan in creating a world-class tourism and recreation resort on the Caspian seaside to foreign guests, said the Turkmen leader.

Touching upon further development of the communications and telecommunications sector, President Gurbanguly Berdimuhamedov noted that the Government allocated substantial funds for this purpose. In this regard the Turkmen leader instructed the relevant high-ranking officials to keep rigorous control over implementation of sectoral projects and ensure that enterprises and companies optimize their activities and improve the quality of communications services of all kinds.

Vice Premier B. Hojamuhammedov reported on the preparations for the ceremonies of laying the foundation stone of enterprises of the complex producing carbamide and ammonia in Mary, which would take place in the framework of the celebrations in hour of the 20th anniversary of Turkmenistan.

Noting that the chemical industry played a significant role in dynamic development of the domestic agro-industry sector, President Gurbanguly Berdimuhamedov focused on the urgent need to boost mineral fertilizers production. In this regard, the Turkmen leader said that the construction of the large-scale industrial complex in Mary was a new effective step to modernize the chemical industry and enhance its production potential.

The President emphasized that this large-scale investment projects implemented in close collaboration with well-known foreign companies, the profound expertise and advanced technologies had been recognized all over the world, should become a model for new projects in other sectors of the national economy. Cooperation with most known and dependable foreign companies, said the Turkmen leader, guaranteed the proper execution of contracts that was a major requirement set in our country to all foreign partners as well as contributed to enhancing the international prestige of Turkmenistan.

Vice Premier O. Gurbannazarov reported on the ongoing work in the sectors under his supervision, on the outcomes of the exhibition of Turkmen goods, which had been held on January 17-21 in Mashhad in the Islamic Republic of Iran and the preparations or the opening of the Altyn Asyr bazaar.

Noting that it had become a good tradition to conduct exhibitions of Turkmen commodities in foreign countries, the Turkmen leader focused on the need to organize and hold such events in a proper manner and on a regular basis. The Turkmen leader said that along with showcasing Turkmenistan’s economic achievements and export potential, these actions should help our foreign fiend and partnership to learn more about the rich historical and cultural heritage of the Turkmen people and their age-old traditions.

Focusing on the issues regarding the opening of the Altyn Asyr bazaar, President Gurbanguly Berdimuhamedov emphasized that the work of the new bazaar should meet modern requirements, and at the same time it should convey an atmosphere inherent in the national spirit of the Turkmen people. A range of goods offered to customers should best illustrate Turkmenistan’s prosperity and its prestige as an economically developed, self-sustained state, noted the Turkmen leader giving specific instructions to the relevant high-ranking officials.

Vice Premier H. Mezilov reported on the progress in collecting the scientific data on agricultural lands throughout the country, which be used to create the electronic database.

The Turkmen leader noted that Turkmen scientists should conduct an in-depth analysis of the collected data and use the analysis findings to develop science-based recommendations on how to increase land productivity. These recommendations and findings would be of invaluable assistance for farmers and have a positive impact on further increase of output of the agro-industry sector. In this regard, Gurbanguly Berdimuhamedov instructed Vice Premier to ensure that scientific and technological advances and latest technologies would be applied widely in different sectors of the national economy.

Vice Premier D. Orazov reported on the progress of construction of a number of facilities, which would be put into operation in honour of the glorious 20th anniversary of sacred independence. Reporting on the fulfilment of the Turkmen leader’s instructions, the Vice Premier detailed the progress of construction of facilities in the picturesque locality of Geokdere. Also, the Vice Premier reported on the measures taken to increase reliability of electric power supply to Ashgabat.

Commenting on the report, Gurbanguly Berdimuhamedov emphasized that construction work launched throughout Turkmenistan in the interests of the state and society must comply with quality standards and carried out according to schedule. This was a major requirement set to all building owners and contractors in Turkmenistan, said the President demanding that rigorous control should be kept of the construction of all facilities, which would be put into operation to honour the 20th anniversary of independence. 

Vice Premier M. Akmammedov reported on the progress of seasonal agricultural work. It was noted that Turkmen farmers were preparing lands and agricultural equipment for sowing cotton and other crops and conducted necessary agro-technical activities to take care of the areas under winter crops. The Vice Premier also reported that the Yylgynagyz channel on the right bank of the Amu Darya River, which had been reconstructed in accordance with the Turkmen leader’s instructions, was ready for operation.

Commenting on the report, the Turkmen leader said that much attention should be given to land reclamation activities and the measures aimed at improving farming standards as the critical aspects of the current reforms in the domestic agro-industry sectors and aimed at bringing the basic sector of the national economy to a higher level to meet modern requirements.

Then the floor was given to Vice Premier T. Japarov in charge of the economic sector. The Vice Premier reported on the ongoing work in the sectors under his supervisions, the progress in drafting the document on the appointment of coordinators among specialists of national ministries and departments, who would participate in the Central Asia Regional Economic Cooperation (CAREC) Programme of the Asian Development Bank.

Noting that the Asian Development Bank ranked among Turkmenistan’s long-term partners, who contributed actively to implementing large-scale investment projects in our country, the Turkmen leader focused on the importance of expanding cooperation with this authoritative international financial organisation. Approving the draft document in whole, the President signed it.

In conclusion President Gurbanguly Berdimuhamedov focused once again on the need to consistently promote large-scale programmes and projects that guaranteed sustainable and dynamic development of all sectors of Turkmen economy and gave specific instructions to the meeting participants. The Turkmen leader expressed the wishes of good health, wellbeing and every success in their work to all those present.
