OREANDA-NEWS. February 04, 2011. The Coordination Council for Information Resources, Technologies, and Communications under “Sibirskoye Soglasheniye” Interregional Association held a meeting in the residence of Plenipotentiary of the President of the Russian Federation in the Siberian Federal District. There has been a discussion of items on the formation of the industrial program for the information-telecommunication infrastructure of the Siberian Federal District as part of the Strategy of Social and Economic Development of Siberia till the year 2020.

The special attention was paid to the “E-Government” project that aimed to provide an equal access of governmental and local authorities, enterprises and population to state-of-the-art telecommunication services, and to eliminate digital inequality in the Siberian regions.  

Vladimir Psarev, Deputy Plenipotentiary of the President of the Russian Federation in the Siberian Federal District, representatives of Ministry of Communications and Mass Media of the Russian Federation and Regional Administrations Siberian region, and managers of the biggest telecommunication companies participated in the meeting. The report “On the Formation of the Industrial Program for the Construction of Regional Segments of the Information-Telecommunication Infrastructure" was presented by Ivan Dadykin, General Director of Sibirtelecom OJSC and Head of the Coordination Council.

“The state-of-the-art telecommunications require a certain level of competence and knowledge, computer skills of the population. It is not enough just to generate common bases in the sphere of health service, education, and state structures; these tools should be accessible and understandable to people,” says Ivan Dadykin, “Now it is quite easy to make a purchase via the network, to ask questions to the President or local authorities via Internet. Jointly with the other telecom operators we establish the electronic infrastructure, implement projects on the informational support of the government authorities. Our purpose is to make the services as close to the interests of the society as possible, to make them accessible, which will solve many problems of state importance at the same time.”

When the meeting was over, the participants of the Coordination Council visited the Data Center of Sibirtelecom Company where they were shown the possibilities for the storage of information with a high rate of protection and reliability. They also visited the Multifunctional Center, which is the organization that provides state and municipal services in the Novosibirsk region.

The Council has recently been developing the conceptions and programs for informational support of the Siberian entities of the Russian Federation and has been implementing program-technical solutions in the sphere of regional and municipal informational support. The Council aims to establish the conditions required to construct the information society in the entities of the Russian Federation and municipal units of Siberia. The special attention of the Coordination council is paid to the development of the “E-Government” federal program, provision of free and equal access of governmental authorities, enterprises and population to state-of-the-art telecommunication services, elimination of information isolation in remote and hard-to-reach settlements.
