OREANDA-NEWS. February 14, 2011.  The abstract from annual procurement program (APP) of organization departments, subordinate enterprises and nuclear industry organizations is placed in Rosatom site.

The placement of APP abstract is aimed at realization of the State policy in the sphere of State Corporations purchase, natural monopolies subjects, organizations of municipal complex for the purpose of improvement of information openness and transparency of the industry enterprises purchasing activity.

The total sum of Rosatom annual purchase schedule is equal to about 258 B rubles. The schedule is expected to be amended due to decisions made in relation to implementation of new projects.

The announcement of the industry overall purchase schedule for the year coming allows the suppliers receive the information of the future purchase early and organize the process of their bids preparation for participation in competitive procurement procedures in accordance with the schedule.

“The target of the program is simple: to form all the possible contracts and define the time to start the purchase procedure. The suppliers having studied the program in advance can prepare for the participation in the purchase procedures: receive additional necessary papers, licenses, study the prices, form the proposal – i.e. perform all the work indispensable. As practice shows, during the competition for especially complicated purchase, 30 days is not enough to prepare a bid. Now the suppliers will have enough time, in some cases – up to a year – to prepare more thoroughly”, Roman Zimonas, Rosatom State Corporation Department of Methodology and Procurement Director.

According to Zimonas, “the annual schedule publishing will lead to the increase of competition, the quantity of the procedures performed and to the minimization of those unperformed, will improve the accomplishment of manufacturing programs of the branch enterprises, and as a result – increase the economic effect on the whole”. In the part of APP published, only open procurements, organized by the nuclear industry organizations by means of competitive procedures are shown.
