OREANDA-NEWS. February 22, 2011. State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Non-Profit Partnership, the National Agency for Low-Rise and Cottage Construction (NAMIKS), entered into a Memorandum on Cooperation in Developing and Implementing Pilot Projects Aimed at Building Engineering and Social Infrastructure with the Use of Public Private Partnership (PPP) Mechanisms.

On behalf of Vnesheconombank the Memorandum was signed by Vnesheconombank Chairman Vladimir Dmitriev, on behalf of NAMIKS – by its President Elena Nikolaeva.

Under the Memorandum the parties intend to enhance all-round cooperation, coordinate strategies and are exploring the possibility of their joint participation in developing and implementing pilot projects with the use of PPP mechanisms aimed at removing economic growth infrastructure restrictions and addressing social issues.

The signing and subsequent implementation of the Memorandum are designed to further upgrade PPP mechanisms as an effective form of cooperation between the state and private sector in financing comprehensive housing development large-scale projects in the Russian Federation.

The National Agency for Low-Rise and Cottage Construction (NAMIKS) is a non-profit partnership incorporating low-rise construction market participants. NAMIKS is a partner of the United Russia Party’s One’s Own Home Program. NAMIKS incorporates various kinds of companies, for example, development and construction companies, manufacturers of materials and equipment for low-rise construction, financial institutions. NAMIKS’ activity aims to change the  housing policy structure in favor of low-rise construction, transfer low-rise construction to industrial, cost and energy efficient technologies as well as develop and introduce effective public private partnership mechanisms for providing land plots for low-rise housing development with engineering and social infrastructure.
