OREANDA-NEWS. March 01, 2011. Number of permits and conciliation is reduced from 93 to 23, and the time of their approval falls six times - up to two months. Such changes are previewed by regulation on city planning. It was signed by the President of Ukraine Viktor Yanukovych. SCURPE participated actively in its preparation.

The law introduces in the construction sector the principles of acquiescence and one-stop-shop. Also, the law introduces the declarative principle in carrying out the preparatory and construction work for objects with low risk of 1-3 categories (for objects with high risk (bridges, tunnels, nuclear plants, objects, where over 1000 people can be present) this rule does not extend). Declaratory principle states that it would be sufficient for a construction company to provide documentation of the approved form.

The document stipulates that build expertise will be the state one. In addition, construction projects of a certain category of buildings (houses, shops, cafes, etc.) will not have to get expertise, coordinating it with about 13th ministries and departments. It will remain mandatory only for structures with a high degree of risk.

The coordination of all services under the new law will be held at the general plan preparation stage. Accordingly, if the general plan previews construction in a particular area of residential buildings or shops, then additional permits for construction will not be necessary to receive. Duties to approve general plans will be assigned to local governments.

SCURPE makes part of the working group to develop a series of regulations to implement this law.
