OREANDA-NEWS. March 01, 2011. Baosteel Co.,Ltd. held its 2011 grass-root management intensification meeting. On the meeting, Baosteel Co.,Ltd. summarized the directly linked factories' achievement last year and deployed  key work in this year's grass-root management intensification. It proposed the theme of 'PDCA+diligency, strengthening grassroot management, improving on-site capacity', ' five focuses', 'enhancing the site competitiveness' and 'promoting the overall level of the enterprise's grass-root management', reported the press-centre of Baosteel.

At the meeting, Baosteel Co.,Ltd. general manager Ma Guoqiang made an important speech, vice general manager Li Yongxiang made theme report and the deputy Party secretary Zhu Junsheng presided over the meeting. 5 basic units including Baosteel steel mill No 2 branch continuous casting operating area exchanged experience on grassroot management.

Early last year, Baosteel started grassroot management based on five supporting systems. Over the past year, all units in directly linked factories explored effective ways of promotion in combination with actual work, and with participation of all employees. A good environment was formed to improve the management style, to grasp the nature of management, to adhere to the 'PDCA+diligency', and certain results were achieved. The system was optimized. The environment was created in which the role of on site operation monitor was strengthened. The progression mode was optimized so that effectiveness of self-management and other innovative activities was enhanced. Focus was given to  employee behavior and scientific standards so that standardized operation was strengthened.

This year, Baosteel Co.,Ltd. will distribute grass-root management intensification work to every division and subsidiary. It proposes four general requirements in grass-root management intensification: strengthening the awareness of the long-term quality of grass-root management, effectively mobilizing the enthusiasm and initiative of employees, highlighting the role of the branch managers and operation monitors, strengthening the promotion and guidance of the division, subsidiary, directly linked factories and BNA.

In the report, Li Yongxiang deployed work on the strengthening of grass-roots management  and raised 'five focuses' : focus on basic management, further enhancing the role and capacity of grassroot managers; focus on the effectiveness of self-management activities and site improvement, focus on the enhancement of the initiative and capability of employees, focus on development of employee behavior and strengthen the standardization of operations, focus on the essential management requirements and push forward division and subsidiary grass-root management; focus on effective on-site support and let professional functions and the mass organizations show their advantages.

Ma Guoqiang said in his speech that grassroot management level is an important indicator of enterprise soft power. Units at all levels should fully understand the enormity and long-term quality of strengthening grass-root management. With full participation and perseverance, we should enhance the company's site competitiveness. He said the most important work was to strengthen the standard operation. "The existing operating standards are effective ways and methods, the summary of years' practice. We must let workers recognize its importance. Only by its scrupulous implementation can we ensure safety in production". "We should continue to carry out self-management, collect suggestions and improve the relevant system standards. We should strengthen the quantifiable indicators in strengthening grass-root management to measure the specific work effect. We should strengthen production safety, mobilizing staff, discover and eliminate hidden dangers and ensure save production."

Zhu Junsheng concluded in the meeting that, grass-root management should be carried out effectively and with persistence. The units should be original, with attention to methods and the necessary assessments, and should create a a good atmosphere for continuance of such work. Party organization should promote and support. It should make full use of various methods, vigorously carry out activities to promote grass-root management. Headquarter functional departments should enhance the professional level and raise site and market support and service level.
