OREANDA-NEWS. March 05, 2011. President of Turkmenistan Gurbanguly Berdimuhamedov made a working trip round the capital to see the progress in implementing the large-scale urban development programme, including the projects for urban planning and beautification of the southern part of the city. The trip was made at the request of the Vice Premier in charge of the construction sector and the Ashgabat Khyakim.

The Turkmen leader inspected the progress of construction of major new buildings, located on Archabil Avenue, where a new administrative and business and cultural centre of the Turkmen capital was being formed. The ceremonies of opening the new administrative buildings of a number of national ministries and departments, including the Ministry of Foreign Ministry, the Ministry of Education, the Ministry of Agriculture, the Ministry of Communications, the Ministry of Construction, and other facilities will be held there in the near future. The facilities under construction include the Monument to the Constitution, a magnificent symbol of the Turkmen state of the epoch of new Revival and the Congress Palace, which will adorn the architectural ensemble of present-day Ashgabat.

President Gurbanguly Berdimuhamedov visited the construction site of the Monument to the Constitution being built by the Polimeks Company. The construction project has entered the completion phase, specialists and builders are engaged in finishing works and improving the adjacent territory.

President Gurbanguly Berdimuhamedov inspected the progress of finishing works being carried out in the memorial complex. The Turkmen leader lifted to the 19th floor, from where a picturesque view of white-marble Ashgabat, the panorama of new facilities, modern avenues and highways, parks and public gardens were opened up at a height of 118 metres. Then the President lifted to the 6th floor, from where he could see the territory adjacent to the Monument to the Constitution. President Gurbanguly Berdimuhamedov emphasized that particular attention should be paid to exterior design of the facility, which should combine latest decisions and state-of-the-art design solutions as well as bright national colours along with adherence to quality standards.

Giving the specific instructions on the exterior design and improvement of the memorial complex and the adjacent territory, President Gurbanguly Berdimuhamedov focused on considerable importance of the facility under construction. The Turkmen leader said that the Monument to the Constitution was not only a magnificent monument, which was to embody the progress of the country in the epoch of new Revival, unity and solidarity of the Turkmen people and their lofty aspiration but also to become a large socio-political centre, which would carried out our large-scale cultural, educational and elucidating activity. Therefore, specific attention should be paid to interior and exterior designs of the facilities and premises and decorations, which should have the high aesthetic qualities and reflect the national colours and the symbolic significance of the memorial complex.

President Gurbanguly Berdimuhamedov emphasized that the adoption of the Constitution of the independent Turkmen state ranked among the historic events. It was the Constitution that laid the firm foundation for implementation of the concept of an individual as the highest value of the state and society. The priority of an individual, his interests, commitment to the universally recognized norms of international law and achievements of human civilization in the spheres of human rights and freedoms is the cornerstone of the policy of the Turkmen state, which is clearly set forth in the Constitution, said the Turkmen leader.

The draft designs of the facility and the samples of building materials used for the finishing works were presented to the Turkmen leader for consideration in the exhibition hall on the first floor.

Upon considering thoroughly the draft designs, President Gurbanguly Berdimuhamedov gave the specific instructions to the high-ranking officials, who were accompanying the Turkmen leader, regarding adherence to quality standards and equipment of the facility. There are no unimportant things when addressing these issues, said the Turkmen leader emphasizing that the key principle of the ongoing urban development policy was the concern for people and creation of the optimal urban environment with state-of-the-art infrastructure and the conditions conducive to life, labour and recreation of citizens.

On concluding the trip, the Turkmen leader gave the concrete instructions to the relevant high-ranking officials and demanded that they keep rigorous control of the quality and schedule of construction throughout the country.

President Gurbanguly Berdimuhamedov said that the rapidly changing look of the capital of our country, Ashgabat best illustrated the success of the national model of economic development, large-scale reforms and grandiose programmes launched to guarantee social welfare to citizens and promote the progress of the country.
