OREANDA-NEWS. March 15, 2011. Moldova’s budget for 2011 was elaborated with maximum prudence for the expenses to meet the available opportunities, - Veaceslav Negruta. The Finance Minister said it, speaking on the national television. He said the tax policy in Moldova in 2011 would stay practically the same, as last year, giving more confidence to the business environment.

He specified that slight exceptions have to do with the planned rise in the excise taxes for tobacco and spirits and the annulment of the limit size of local duties. It means that their size will be fixed by the local administration, as required by the European financial decentralization standards. Veaceslav Negruta said there is nothing revolutionary new in the draft law on 2011 budget. According to him, the affirmations about some incomes and property being liable to taxes through indirect methods of calculations are biased.

“We do have businessmen who don’t declare their incomes in the tax structures and don’t pay taxes. The world experience shows that there is a whole number of indirect methods used by the tax institutions to assess the amount of incomes and property of people for the further taxation. As for us, we will only submit the draft law stipulating all methods of calculation enabling to prevent tax evasion, to the Parliament at the end of this year. Such measures will not affect money transfers from abroad or the money earned abroad. They concern the business environment which evades taxes”, Negruta said.

He emphasized that the excise taxes for cigarettes had been increased in the context of the process of integration into the European Union, and their growth was a requirement fixed in the plan of negotiations with the EU, according to which Moldova has to bring the prices for tobacco goods in line with the European level. Speaking of the information regarding the reduction in the number of new registered enterprises, Veaceslav Negruta said the number of “one-day companies” had reduced in 2010. However, according to him, thanks to different investments and funding of the projects, the number of enterprises in Moldova will increase.
