OREANDA-NEWS. March 18, 2011. The investment project “Reconstruction of the Kirov CHPP-3 and Installation of a Combined Cycle Plant” implemented by Integrated Energy Systems has been awarded the Patronage Certificate of the Kirov Region Governor.

It is the fifth Patronage Certificate issued in the Kirov Region; the Certificate provides government support for projects implemented by private investors. This document grants priority in accomplishing approval procedures with executive authorities and obtaining particular forms of government support, the main of which is property tax exemption. For example, tax exemption granted to the Kirovsky Branch of OJSC TGC-5, which is part of CJSC IES Generation Urals Division, will amount to around 600 mln rubles.

According to Roman Nizhankovsky, CJSC IES Executive Vice President – Director of the Generation Urals Division, the investment project aims primarily to enhance the reliability of power supply to consumers. 

The total investments to be allocated by CJSC IES for the investment project in the Kirov Region are over 10.2 bln rubles. According to the Kirov Region Governor Nikita Belykh, today it is the largest project that has been granted a patronage certificate acknowledging government support.

Within the framework of the project by 2014 it is planned to mount two advanced combined cycle plants and a new turbine unit with a total capacity of 220-230 MW, which will increase power production almost three-fold and reduce specific fuel consumption.

Currently design and engineering documentation is being developed for the construction of a combined cycle plant at Kirov CHPP-3. The project is being led by Moscow Teploelektroproekt Institute, which is one of the oldest Russian design institute specializing in power engineering.
