OREANDA-NEWS. April 1, 2011. JSC “Yenisei TGC (TGC-13)” has published a regular consumer rating following the results of February payments analysis. Lists of major debtors and most conscientious consumers have been posted on the Company web-site at: http://www.tgk13.ru/clients/rating. The negative trend for increase of thermal resources consumers’ indebtedness has persisted. As of March 1, 2011 the total amount of accounts receivable from subscribers within the Krasnoyarsk Territory and Khakassia was equal to approximately 4.1 bln RUR.

The total amount of accounts receivable from thermal resources consumers – subscribers of JSC “Yenisei TGC (TGC-13)” has come to be approximately 4.1 bln RUR. This highlights a 150 mln RUR increase as compared to the previous month. In particular, as of March 1, 2011 the Company consumers’ indebtedness overdue (i.e. less regard to the current month charge) was equal to 2.65 bln RUR which exceeds the February 1, 2011 level by 30%.

Speaking of Krasnoyarsk City, total consumers’ indebtedness and indebtedness overdue is equal to 2.67 and 1.52 bln RUR accordingly. The largest debtors are housing-and-utility sector enterprises – condominium partnerships and managing companies. At the top of the defaulter rating are again management companies of State Management Company “Zhilfond”. Their total indebtedness and indebtedness overdue is equal to 1.89 and over 1 bln RUR accordingly.

“Zhilfond” share in the total structure of Krasnoyarsk consumers’ indebtedness exceeds 70%. The agreements on monthly redemption of debt arrived at with “Zhilfond” managers in summer of 2010 fail to be discharged in full. The indebtedness redemption issue has to be solved judicially. In March 2011 interlocutory proceedings took place initiated against LLC “Zhilkomtsentr” management company, part of “Zhilfond”.

The situation in Nazarovo. Minusinsk and Kansk remains critical. In these cities the debt is not so great but due solely to the much less amount of thermal energy consumption as compared to Krasnoyarsk. However, it is in these cities that a number of subscribers neglect payment for thermal energy, sometimes – for some months running. Thus, in Kansk LLC “Housing Stock Maintenance, Servicing and Repair” and LLC “UYUT” Housing-and-Utility Cooperative have not paid for the energy resources supplied for 24 and 11 months accordingly. In Nazarovo JSC “PO KZK” and LLC “Siberian Construction Company” have neglected their payment obligations for respectively 13 and 12 months. In Minusinsk JSC “ELKO” (15 months) remains the major debtor. Minusinsk Condominium Partnership “Pobeda” has neglected its payment obligations for 11 months already. In Abakan LLC “PKF Stork” with its 14 months of default on payment is on the notorious debtors list.

JSC “Yenisei TGC (TGC-13)” reminds all the consumers (and housing entities – in the first place) of the necessity to redeem the outstanding indebtedness. In February specialists of “Yenisei TGC” launched the annual repairs campaign with all the branches. As well as any other operational activities of the energy company, repairs are funded out of revenue from payments for energy resources consumed. Timely payment is a token of the consumers’ responsible attitude to overall energy security within the region.

Last week Konstantin Chuychenko, Aide to President of the Russian Federation and Head of the Control Department, communicated the findings of the audit in progress in the housing-and-utility sector to D. Medvedev in the course of a business meeting. According to him, the audit has revealed multiple financial transactions that are to be qualified as dubious. Thus, in the Central Federal District one has revealed large-scale fraudulent schemes and gross violations in flow of funds in the housing-and-utility sector. The Government was entrusted with elaboration of proposals on arrangement of an efficient control system to be presented by June while the General Prosecutor’s Office, the Ministry of Internal Affairs, the Investigation Committee, Presidential Plenipotentiary Representatives and Governors were instructed to undertake an out-and-out audit of the utilities industry for violations of the acting legislation.

Such audits will be arranged in the housing-and-utility sector of the Siberian region as well. Misuse of funds and incomplete settlement with resource-supplying entities are fraught with serious legal proceedings and financial problems for management companies and condominium partnership practicing them.
