These changes significantly reduce the customs clearance. Currently there are 9 control services at checkpoints resulting clearance procedure is delayed and created conditions for abuse.

Among those documents which Customs proposes let stand:

- documents required for moving goods (rail, air waybills);

- documents that are the basis for calculating taxes (contract, invoice, etc.);

- documents relating to non-tariff regulation (licenses, permits for export and import goods);

- export control documents (permits of the National Bank on cross-border transportation of currency values, certificate of the Ministry of Culture on import or export of cultural values);

- documents relating to the safety of the public (permission on cross-border movement of drugs, registration certificate on a medicinal product, etc.).
