OREANDA-NEWS. April 27, 2011. Experts of the Federal Antimonopoly Service analysed the markets of services for transportation of industrial waste, decontamination of solid household waste, bulky waste and medical waste, disposal of solid household waste, bulky waste and construction and demolition waste, use of contaminated soil, and found a high level of monopolization of services for liquidating hazardous properties of the waste generated in Moscow and a low level of competition, reported the press-centre of FAS Russia.

Majority of services on such markets are typically provided by one to three companies.

The markets for decontamination and disposal of solid household waste and bulky waste are very concentrated. The incinerators of “Ecotekhprom” State Unitary Enterprise burn over 80% of all waste that is subject to thermal decontamination. The remaining waste is treated at No.3 Incinerator managed by an Austrian company. Total incinerators capacity enables decontaminating around 800,000 tons of waste. However, the most part of solid household waste and bulky waste is disposed on “Dmitrovsky” and “Khmetyevsky” grounds (2,266,000 tons in 2009). Both grounds are owned by “Ecotekhprom”.

Analysis has showed that several economic and administrative barriers prevent entry of new competitors to the markets of services for treatment of production and consumption waste; first of all, considerable initial costs and extremely complicated licensing procedures.

Recommendations made on the basis of the completed analysis included such stimulating measures as abolishing licensing of collection, decontamination, transportation and disposal of the waste (hazardous class I – IV), and developing selective collection of solid household waste.

It is recommended that measures aimed at development of competition should be included in the 2011-2013 city target programme for management of construction and demolition waste, and the 2011-2017 city programme for treatment of utility waste, that are in the final stage of drafting and should be approved shortly.

“Implemented the measures based on the research findings, demonopolising the markets, eliminating administrative barriers for entry to the markets in question will help improve the situation with sanitation and cleaning services in Moscow, increase the quantity of waste being commercialized, and decrease the adverse impact on the environment”, said Stats-Secretary Andrey Tsarikovskiy, Deputy Head of FAS Russia.
