OREANDA-NEWS. April 29, 2011. Deputy Head of FAS Russia Anatoly Golomolzin had a meeting with representatives of a delegation of the International Energy Agency (IEА), reported the press-centre of FAS Russia.

The meeting focused on the key issues of research of the Russian electric power sector 2011 that is being carried out by IEA. In particular, the parties discussed competition on wholesale and retial markets, investments and pricing, as well as integration with fuel markets.

Anatoly Golomolzin gave his assessment of the situation on the Russian electric power market and emphasised importance of the present reforms of this sector. He explained why different methods of market analysis are applied, for instance, the balance method. The Deputy Head of the antimonopoly authority added that these methods being used in their totality help evaluate the whole market rather that its separate segments.

IEA senior executive advisor on electric power markets and safety, Mr. D Cook, praised the key role FAS Russia plays in positive development of the electric power market.

Anatoly Golomolzin explained some specifics of economic concentration transactions on the electric power market, particularly, structural and organizational requirements, and specifics of integration of gas and coal companies. He also outlined specifics of FAS Russia’s interaction with market participants, including the Market Council. IEA representatives considered such cooperation as a fact demonstrating the trust of market participants in the work that FAS does.

Anatoly Golomolzin emphasized the FAS Russia’s role in preparing the draft law on natural monopolies, especially with regard to the procedure of making long-term tariff decisions.

Summing up the meeting, the parties expressed their hope for further cooperation and agreed to hold another meeting within a year.
