OREANDA-NEWS. June 10, 2011. The Moldovan government approved the Plan of Actions to recover the situation in housing building for 2011-2012. The elaborated plan consists of two chapters: the first one stipulates urgent measures to be taken for the unfinished houses, the second – actions for the medium-term period. By the end of 2011, the authorities are supposed to make up the lists of houses which are to be nationalized to complete building.

The Minister of Regional Development and Construction Marcel Raducan said that according to results of the carried out analysis, 210 houses out of 246 unfinished houses are private, their technical readiness degree amounting to 70-80%, and 36 houses are owned by the state, with 11 of them having the technical readiness degree of about 20-30%. Building of 81 houses was suspended, including in 25 houses works were stopped in 1995.

The main reason the building was suspended in most cases is the lack of funds. According to the Ministry of Finance’s data, 4.2 billion leis are needed to finish the houses, including 3.7 billion leis for 150 houses situated in Chisinau. The Plan of Actions stipulates that the unfinished houses, owned by the state will be received from the building firms – bankrupts, and the remaining works will be funded by the budget and donors, including at the expense of the credits from the Bank of Development of the Council of Europe.

The Plan also stipulates creation of the mechanism of mortgage credits provision to natural persons for 20-25 years at 6-8% p.a., establishment of the Risk Guarantee Fund, other measures to restore activity in the housing construction. The Plan stipulates intensification of the work at preventing cases of non-registration of investment contracts and punishing entrepreneurs-infringers. It is planned to carry out national campaigns of informing population of the mortgage construction and information society about results of examination of criminal cases, connected with violations revealed in the building campaigns.
