OREANDA-NEWS. July 04, 2011. Ukraine is extremely needed a new Labour Code and the package of laws on personal incomes. Thus Deputy Prime Minister - Minister of Social Policy Sergiy Tigipko commented World Bank study on shadow employment. According to the World Bank, nearly five million employable Ukrainian works without official registration, this puts Ukraine on one of the first places in the world in terms of the shadow economy.

According to Sergiy Tigipko, "fight against illegal employment and wages in envelopes only with administrative measures is ineffective". The official said that to improve the legal employment should apply economic incentives and improve legislation.

"The majority of infringements in area of labour attitudes explains excessively complex procedures of hiring and the firing, stipulated by operating Labour Code, accepted during the Soviet times and today has become outdated, - Sergiy Tigipko considers. - From this employees are suffering who remain for retirement, no sick leave and vacation, and the state, which loses significant revenue".

"We should legalize temporary employment in agriculture and construction and liberalize the labor market. Only then can we protect workers and increase the responsibility of employers"- Sergiy Tigipko said.
