OREANDA-NEWS. July 14, 2011. The address, signed by representatives of 30 business associations, federations, unions and other businessmen associations, expresses concern about the selective justice, shaking faith in the legal state and fairness of the country’s judicial system.

Weakness and inefficiency of the institutions of power, incapable of providing conditions for fair and sound competition for all market participants is considered by businessmen as another alarming motive. Businessmen said they are displeased with repressions and pressure on business by authorities that have been strengthened.

They stated the lack of real progress in elimination of legislative and administrative barriers, limiting business development in Moldova. Business associations’ representatives stood up for accelerating the judicial reform, creating conditions for implementing international corporate management and financial report standards as soon as possible, total administrative reform aimed at reducing corruption and enhancing public institutions’ efficiency, clear division of powers and control functions between ministries and departments to improve quality of services, provided by state institutions both to population and business circles. They said availability of the large shadow economy sector is a demonstration of weakness of the state power’s institutions, threatening not only to the budget process in Moldova.

Unregistered business activity and tax evasion undermine law-abiding taxpayers’ activity. The letter’s authors wrote they are ready to cooperate with the state to overcome this phenomenon, considering that real changes may be achieved not by means of increasing the tax burden and the number of fines but by creating real economic incentives that will contribute to enhancement of business’s efficiency and extension of the taxable basis in the country. They urged the authorities to switch from the form of repressive-administrative pressure on business to cooperation with it, encouragement of business and investments.
