OREANDA-NEWS. July 18, 2011. Deputy Head of FAS Russia, Anatoly Golomolzin, had a meeting with the President of the Republic of Buryatia, Vyacheslav Nagovitsyn, in Ulan-Ude, reported the press-centre of FAS Russia.

The parties discussed issues related to the purpose of the visit of one of the top executive officers of the Antimonopoly Service: a conference of antimonopoly bodies on some pressing issues, including electric power and heat supply.

FAS Russia and the leadership of the Republic of Buryatia stated that this is an important problem for Buryatia as well as for local heat supply, particularly, in Ulan-Ude.

The authorities reached an agreement to additionally consider problems related to the current situation in course of the above conference of the antimonopoly bodies on 14-15 July, particularly, in view of several cases initiated by Buryatia OFAS Russia.

FAS Russia and the leadership of the Republic endeavor to develop conditions for fair competition and a proper approach towards the forthcoming heating season, and normalize relations between major market participants. FAS Russia and the Head of the Republic also agreed that should legislative changes be necessary to ensure reliable heat supply in the transitional period, related to change of ownership, the parties are prepared to put forward a joint initiative.

Deputy Head of FAS Russia and the President of the Republic of Buryatia discussed the problem of considerably higher prices for electric power in Buryatia. Excessive prices significantly decrease competitive ability of the Republic in comparison with the neighboring regions; the problems must be resolved within the common market of electric power in Siberian price zone.

The parties also discussed significant increase of payments for hazardous emissions by the companies located in some areas in Buryatia in terms of compliance with the antimonopoly law.

The parties exchanged opinions regarding оценки general economic situation in the Republic of Buryatia. The President of the Republic informed that within the past two years more that 60 socially important facilities were constructed in the Republic.

The parties also gave an assessment of the work of the antimonopoly body in the Republic. “There is no problem with our cooperation with Buryatia OFAS Russia, the work between our bodies has been build up”, pointed out Vyacheslav Nogovitsyn.

In his turn, Anatoly Golomolzin confirmed: “The Federal Antimonopoly Service and the Republic of Buryatia will continue interacting and pursuing constructive cooperation towards developing the market and market relations”.
