OREANDA-NEWS. July 19, 2011. Chelyabinsk Regional Arbitration Court pronounced legitimacy of the decision of the Office of the Federal Antimonopoly Service in the Chelyabinsk region (Chelyabinsk FAS Russia) regarding “Chelyabinsk Air Company” OJSC (“ChAP”), reported the press-centre of FAS Russia.

The company fixed economically unjustified prices for paid parking services in Chelyabinsk airport, and imposed disadvantageous procedures for parking payment upon consumers. The antimonopoly body issued a determination to impose a fine (138,500 Rubles) upon “Chelyabinsk Air Company” OJSC.

Chelyabinsk FAS Russia established that the cost of parking services depended on the period when a vehicle was parked on the parking lot. The airport has special devices that fix for how long vehicles have been parked.

As of the date of issuing the decision by the antimonopoly body (6th May 2010), the cost of parking on the lot of “Chelyabinsk Air Company” OJSC was 1,450 Rubles for the first 24 hours. For the first five hours, the rate was 50 Rubles per every 30 minutes, and for the subsequent hours of the first 24 hours — the rate was 50 Rubles per hour. After the first 24 hours the fee was 200 Rubles per day. The period of free parking was 15 minutes.

Investigating the case, the Commission of Chelyabinsk FAS Russia analyzed and estimated competitive environment on the market of services for vehicles parking in protected areas, equipped with fencing and turnpikes within 300-meter radius from the entrance to the building of Chelyabinsk airport.

The antimonopoly body established that Chelyabinsk airport had a free parking area but it did not fit the requirements of the customers who were questioned by Chelyabinsk FAS Russia.

Having investigated the case, Chelyabinsk FAS Russia issued a determination to “Chelyabinsk Air Company” OJSC to stop the antimonopoly violation and fined the company138,500 Rubles.
