OREANDA-NEWS. July 27, 2011. The World Bank initiated discussions over facilitating launch of the second generator of Moldova’s economic growth by promoting exports. It was said by Martin Raiser, the World Bank Country Director for Moldova, Belarus and Ukraine at the meeting in Chisinau with Moldova’s Prime Minister Vladimir Filat to discuss the development policies and the WB assistance to be provided to implement the education reform in Moldova.

Martin Raiser said the WB’s support would be aimed at implementing measures in the framework of the coordinated policies planned for 2 years with the annual transfer of disbursements. The policies’ measures will aim to raise efficiency and competitiveness and will be based on three pillars: the investment environment reform; the export competitiveness lifting reform, the education reform. Speaking of the support in the field of education, the WB Country Director said it would continue in the framework of the new project in education worth \\$30 million, based on the new financing principle basing on result of the program of reforms in this sector. It was said that the objective of the support to education is to help implement the Plan of Actions for implementing structural reform in education.

Its main directions are: to ensure all children’s access to high-quality education; to improve flexibility of labor relations in the education sector and to raise efficiency of funds use using the financing formula per a pupil on the national level. Vladimir Filat told the responsible institutions in the framework of the government to continue negotiations with the WB experts to complete development of goals and tasks that will receive the Bank’s support, including in the education sector.

According to him, the inter-ministerial committee for strategic planning will once again study the matrixes of policies that need to be fulfilled during 2 years in the framework of the development policies. Martin Raiser said the WB Mission would arrive next time in Moldova in September to continue the talks and to complete elaboration of the projects to be submitted for the WB leadership’s examination.
