OREANDA-NEWS. August 04, 2011. The Commission of the Federal Antimonopoly Service (FAS Russia) considered a case against the Federal Service for State Registration, Land Registry and Cartography (Rosreestr), reported the press-centre of FAS Russia.

The case was initiated when bidders who took part in a tender for the government contract for the works on “Organisation of Mass Appraisal of Real Estate Units” (the Tender) complained that the “Zemlya” Federal Land Register Centre” Federal State Unitary Enterprise was unlawfully allowed to take part in the Tender.

The FAS Commission did not find that Rosreestr violated Part 1 Article 17 of the Federal Law “On Protection of Competition” that prohibits, in particular, coordination of economic activities of bidders by tender organiser of customers. The proceedings on the case are terminated.

According to the technical assignment for the government contract, the works were completed in 83 constituent territories of the Russian Federation at the initial contract price of more than one billion Rubles. According to FAS Russia, dividing such large-scale works into several contracts would create conditions for developing competition on the appraisal market.
