OREANDA-NEWS. August 05, 2011. The integrated automated system for regulatory (supervisory) activity will be introduced in Belarus. This is envisaged by Resolution No. 996 of the Council of Ministers of 25 July 2011. The resolution stipulates the organization, application and management of the integrated automated system for regulatory (supervisory) activity.

The owner of the integrated automated system for regulatory (supervisory) activity is the Communications and Informatization Ministry. The owner of the information resource is the State Control Committee. The system will be operated by Beltelecom. It will be used by state bodies and their departments, other organizations who are responsible for the regulatory (supervisory) activities. The designer of the program Agat Company will have to implement the proposals regarding the system’s functioning by 26 September 2011. By 30 December 2011 the company is to improve the software.

The resolution includes a provision on the integrated automated system for regulatory (supervisory) activity. This system is designed for automation of planning, management and analysis of regulatory (supervisory) activity and coordination between regulatory bodies in the regions and in Minsk. The system will ensure cooperation of supervisory agencies while planning and carrying out regulatory activities based on modern technologies. It will raise the efficiency of controlling agencies and facilitate the analysis of results. The system will help create a unified database of supervisory activities and their results. The system guarantees privacy and cohesive information.

Coordination plans of the integrated automated system for regulatory (supervisory) activity operate as from 2010 in line with Decree No. 510 “On the improvement of regulatory (supervisory) activity in the Republic of Belarus.” Coordination plans include legal entities which are subject to supervision by relevant bodies.
