OREANDA-NEWS. August 09, 2011. The Federal Antimonopoly Service (FAS Russia) found that the Main Moscow Department of the Russian Ministry of Interior violated Part 1 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.

The case was initiated upon a petition from an economic entity that was repeatedly refused a permit for entry of freight transport within the boundaries of the Small Ring of the Moscow Circular Railway. The petitioner required the permits to deliver flour to bread plants in Moscow.

To enter the Moscow Circular Railway, the Control-and-Permits Unit of the Office of State Road Traffic Safety Inspectorate, at the Main Moscow Department of the Russian Ministry of Interior issues special permits to legal entities and physical persons upon considering their applications and the documents that justify the need to enter the Moscow Circular Railway. Normative legal acts of the City of Moscow that set limitations on the entry within the boundaries of the Moscow Circular Railway do not provide for refusals to grant permits.

FAS Commission concluded that the Main Moscow Department of the Russian Ministry of Interior prevented certain activities of the petitioner.
