OREANDA-NEWS. August 11, 2011. Rostelecom OJSC and Irkutsk Regional Government signed Cooperation Agreement to develop municipal segment of e-Government based on a unified concept developed by Rostelecom. Previously, similar agreements have been signed in Siberia with Novosibirsk, Kemerovo,  Krasnoyarsk and Omsk  Municipal Authorities.

Under the signed agreement the parties shall jointly work on implementation of e- Municipal Government, a socially oriented project in Omsk, by means of which municipal services can be available in electronic form and citizens will have access to municipal services through the unified public services’ Web-portal  www.gosuslugi.ru.

Distinctive feature of the concept developed by Rostelecom is compliance with the approved unified technical policy for developing federal and regional infrastructure of electronic government, and observance of all necessary safety and protection requirements for personal information.

The document was signed by Viktor Kondrashov, Irkutsk Mayor, and Oleg Shirshov, Director of Irkutsk branch of Rostelecom OJSC.

‘E-Government is a new form of interaction between population and authorities which helps to avoid corruption, accelerate decision-making process and as a consequence to improve life quality of Irkutsk citizens ‘ said Viktor Kondrashov, Irkutsk Mayor, ‘ We hope that the product offered will be quality, useful and in demand by Irkutsk Citizens.’ 

‘We have started developing e-Government project in Irkutsk. We are facing global challenges but I’m sure we’ll be able to make our cooperation with Irkutsk Regional Government maximally efficient, taking into account Rostelecom’s infrastructure and our previous experience in solving federal-scale problems’ said Oleg Shirshov.

According to the orders of the Government of the Russian Federation, Rostelecom is the only executor of design work, development and operation of the e-Government infrastructure. Unique infrastructure developed by the company, i.e. protected communication channels and data processing centers alongside with experience in carrying out large national projects enable the company to solve the problem successfully both on the federal and regional levels.

The company is looking forward to expand cooperation with the subjects and municipalities of the Russian Federation to convert public and municipal services into electronic form.

Under public private partnership on the e-Government development Rostelecom acts as a long-term investor.
