OREANDA-NEWS. August 24, 2011. The Federal Antimonopoly Service (FAS Russia) entered into a Cooperation Agreement with the Non-Commercial Partnership of Providers of Last Resort and Energy Suppliers. The Agreement was signed by the Head of FAS Russia, Igor Artemyev, and the Board Chair of the Non-Commercial Partnership of Providers of Last Resort and Energy Suppliers, Yuri Zhelyabovsky, reported the press-centre of FAS Russia.

Under the Agreements the parties will interact on the issues of improving normative legal framework for wholesale and retail markets of electric power and capacity and developing competition on electric power markets. The parties will form the necessary coordination, advisory and expert bodies, provide mutual consultations on the issues within the scope of reference of each party, and organise joint working meetings and specialised workshops. Also the Non-Commercial Partnership of Providers of Last Resort and Energy Suppliers undertakes an obligation to forward information about the state of competition on electric power markets to FAS Russia and inform FAS about the facts of violating the antimonopoly law.

“The Agreement signed between FAS and the Non-Commercial Partnership is an efficient tool for improving normative legal framework for the wholesale and retail markets of elector power and capacity in order to advance competition between participants of the retail electric power market and enhance the quality of services offered to customers”, emphasised the Board Chair of the Non-Commercial Partnership of Providers of Last Resort and Energy Suppliers, Yuri Zhelyabovsky.

“The policy of informational openness in the work of the antimonopoly authority is a very important factor enabling to take into account to the fullest extent the opinions of the expert community and industry-specific professional associations in industry regulation and improvement of the normative legal framework”, said the Head of FAS Department for Control over Electric power Industry, Vitaly Korolyov.
