OREANDA-NEWS. September 22, 2011. The State Road Administration has used only 33.3% of funds for road reconstruction allocated by international donors, - the Chamber of Accounts of Moldova. It is read in the audit report of the Chamber of Accounts following inspection of forming and use of resources provided to Moldova under the Road Fund Reconstruction Program (2007-2010).

It was planned initially that financing will be based on three credit agreements with the Association for International Development (AID) – USD 16 mln, EBRD – 12.5 mln euros and European Investment Bank – 12.5 mln euros. The first disbursement was supposed to total USD 48.7 mln. However, according to the audit conclusion, although the authorities responsible for implementation of the project achieved certain results, the funds’ resources as a whole were used on an extremely low level.

Particularly, as a result of breaching the procedure of identifying a contractor for road repair works, the State Road Administration failed to get access to the 20.3 mln euro disbursement that was annulled. No disbursement out of 30 mln euros has been allocated, while 12 mln euros, provided to the European Commission haven’t been used.

As a result, the State Road Administration has drawn only 33.3 percent of provided resources, and only 14 kilometers out of 57 kilometers of the road cover have been reconstructed.
