OREANDA-NEWS. September 26, 2011. It is stipulated by the draft state budget law for the next year submitted for the government’s examination by the finance ministry. The 2012-state budget deficit is planned to be covered by incomes from sale of government securities in the amount of 150 mln leis, from the state property privatization in the amount of 260 mln leis, and by foreign credits.

Under the draft law, the state budget revenues in 2012 will total 21,494 mln leis, exceeding the 2011-indicators by 2,406.8 mln leis (12.6%). The state budget expenditures are planned to total 22,183 mln leis, up 1,828.9 mln leis (9%) in comparison with 2011. The share of the state budget revenues in the GDP structure will make up 23.5%, down 0.3 percentage points. It is planned that in the total volume of the 2012-state budget revenues, the revenues administered by the State tax service’s bodies will amount to 6,081.2 mln leis (28.3%), exceeding the 2011-indicators by 834.1 mln leis (15.9%).

At the same time, revenues administered by the Customs Service are planned to total 13,226.6 mln leis (61.5%), exceeding this year’s indicators by 1,739.9 mln leis (15.1%). Tax receipts will total 16,807.7 mln leis next year and will increase by 1,970 mln leis (13.3%) in comparison with this year, forming 78.2 percent of the 2012-state budget’s revenues. Non-tax budget receipts in 2012 will total 812.7 mln leis and will reduce by 11. mln leis (1.5%) in comparison with 2011. It is planned that grants for the budget support and projects financed from foreign sources will increase I n2012 by 306.6 mln leis (14.5%) and will total 2,411.6 mln leis. 4.3% (723.3 mln leis) out of the total amount of tax receipts will be made up by receipts from direct taxes and 94% (15,794.4 mln leis) – from indirect taxes.

The overall amount of the latter is expected to increase by 1,474.2 mln leis (10.3%) in comparison with 2011. The 2012-state budget revenues from excise taxes are planned to total 2,951 mln leis, 482.6 mln leis (19.6%) more than in 2011. 35.9% of the total amount of the expected excise taxes next year account for oil products, 26.8% - tobacco products, 17.4% - imports of machines, 9% - beer, 8.9% - strong drinks.

Revenues from customs duties are forecasted in the amount of 1,034.3 mln leis, up 159.4 mln lesi (18.2%) from the indicators approved for this year. The VAT receipts are to total 11,711.1 mln leis, 1,097.2 mln leis (10.3%) more than the indicators approved for 2011.
