OREANDA-NEWS. September 29, 2011. The Office of the Federal Antimonopoly Service in the Voronezh Region (Voronezh OFAS Russia) fined “Voronezhteploset” Municipal Budget-Supported Enterprise nearly 9.5 million Rubles for abusing market dominance, reported the press-centre of FAS Russia.

Earlier Voronezh OFAS Russia found that “Voronezhteploset” violated Part 1 Article 10 of the Federal Law “On Protection of Competition”.

The case was initiated upon group petition from the residents of a residential house at No.116, Suvorova St., Voronezh. The Commission of Voronezh OFAS Russia established that from 7th September to 6th September 2010 “Voronezhteploset” cut off heating supply (hot water supply) to the residents that were behind with their utility payments as well as bona fide payees.

“If the organisation with dominant market position has an illusion that “anything goes”, the norms of the antimonopoly law can dispel such an illusion. Such conduct of large economic entities that provide vital services to the population are unacceptable and we will continue suppressing them”, pointed out the Head of Voronezh OFAS Russia, Vladimir Rokhmistrov.
