OREANDA-NEWS. September 29, 2011. The National Competition Protection Agency demands to liberalize the waste collection services market in Chisinau. At a news conference the Agency’s chairman Viorica Carare said the Municipal Council of Chisinau creates preferential conditions for the Regia Autosalubritate enterprise subordinated to the City Hall in comparison with other economic agents.

The Agency sent an order to the Chisinau Municipal Council to alter the Regulation on issue of authorizations to companies specializing in provision of waste collection services. Viorica Carare said the order’s goal is to break the monopoly in this field of services, to ensure free access of all economic agents, willing to render these services. “The City Hall has no right to indicate a company to conclude a contract with, as each economic agent has a right to choose a company at its own option”, said Viorica Carare.

She stressed that organization of tenders to select waste collection services’ suppliers would enable to improve quality and the level of service in this field. According to the Agency’s information, the Regia Autosalubritate enterprise received about 1.4 mln leis from the municipality’s budget in 2011.
