OREANDA-NEWS. October 5, 2011. Draft State Budget of Ukraine for 2012 is about to fund the science with 5.7 billion UAH, which exceeds the 2011 figures by 17.2%, and 2010 figures by 23.3%.

For the implementation of research and technology programs being the most important ones for developing science and economy, draft state budget for 2012 accounts for 189 million UAH, which 57% exceeds last year amount:

- State Special-Purpose Program "Development and Implementation of Energy Saving Photodiode Light Sources and Lighting Systems Based on Them" – 95.4 million UAH;

- State Special-Purpose Research and Technology Program "Nanotechnology and Nanomaterials" – 39.6 million UAH;

- State Special-Purpose Research and Technology and Social Program "Science in Universities" – 22.4 million UAH.

Moreover, since 2012, three other society-important programs will be started:

- State Special-Purpose Research and Technology Program for Designing Newest Technologies of Making Domestic Medicines for Human Health Care and Meeting the Needs of Veterinary Medicine – 16.1 million UAH;

- State Special-Purpose National and Cultural Program for Creating the United Information Library System "Library-XXI" – 24.8 million UAH;

- State Special-Purpose Economic Program "Creating the Innovation Infrastructure of Ukraine" – 10.0 million UAH.

It should be said that, to pay the 20 percent bonus of post salary that the Cabinet of Ministers of Ukraine Decree No. 373 dated March 23, 2011 extends to all of the teaching employees regardless of the subordination, the 2012 expenditure has been increased by 1.2 billion UAH.

Of the mentioned amounts, bonus expenditure will be increased for teaching employees of teaching entities and education institutions by 976.7 million UAH, for teaching employees of initial artistic teaching entities by 179.5 million UAH, for teaching employees of health care and social protection by 39.0 million UAH.

Next year, 233.2 million UAH will be forwarded for publishing, procuring, storing and delivering, books and manuals for students of higher education institutions, high and vocational schools, and foster children of pre-school education institutions, which almost twice exceeds the 2011 figures.

These funds will be directed to publishing new program 1st form books and to republishing 5th form books; providing training literature for special studies; providing area books for vocational students; for printing “School Library Series” artistic works for 10th and 11th forms of high and vocational schools.

Next year, scholarship will also increase for students of vocational schools and higher education institutions by 7.9%, and for students of higher education institutions being orphaned children and children deprived of parental care and being on full governmental welfare by 10.6%.

Also, draft budget 2012 allocates 352 million UAH to procure school buses for children residing in countryside, which exceeds 2011 allocation almost fivefold. This will enable to buy 1000 school buses including 43 special ones for handicapped children.

Expenditure the 2012 Budget accounts for subvention to local budgets to pay social benefits for orphaned children and children deprived of parental care, funding house parents and parents providing social care in foster home on the “money follows child” principle makes 344.0 million UAH, which exceeds 2011 allocation by 21.4 percent, and almost three-fold exceeds the 2008 allocation.
