President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan General of the Army Gurbanguly Berdimuhamedov chaired a meeting of the State Security Council to overview the work done by the military and law enforcement agencies for nine months of the current years, appoint high-ranking officials and consider the issues regarding the strengthening of the material and technical basis of the Armed Forces and law enforcement agencies.

Opening the meeting, the Turkmen leader said that the Turkmen state firmly committed to the policy of good neighbourliness took consistent measures in compliance with the Military Doctrine, which is purely defensive by nature, to strengthen the material and technical basis of law enforcement and military agencies and improve the social and living conditions of military servants and their families and create the favourable conditions for life and service, and this work would be continued.

President of Turkmenistan Supreme Commander-in-Chief of the Armed Forces of Turkmenistan General of the Army Gurbanguly Berdimuhamedov met the request of Prosecutor General of Turkmenistan Ch. Hojamyradov for voluntary termination and relieved him from the post with the consent of the Mejlis of Turkmenistan. Chairman of the Supreme Court of Turkmenistan Ya. Yazmyradov was appointed Prosecutor General of Turkmenistan. The rank of senior legal advisor was conferred to Ya. Yazmyradov.

Signing the documents, the Turkmen leader instructed Ya. Yazmyradov to inspect the grain storage conditions as compliant with the appropriate requirements and the progress of the construction of grain elevators and to submit the inspection report.

President Gurbanguly Berdimuhamedov informed the Security Council members of his decision approved by the Parliament to appoint A. Hallyev Chairman of the Supreme Court of Turkmenistan and relieve him from the post of First Deputy Prosecutor General. The fourth qualification rank was conferred to A. Hallyev. The President issued the relevant Decrees during the meeting.

The Supreme Commander-in-Chief of the Armed Forces gave the floor to the heads of the law enforcement agencies who reported on the work done in the period and the fulfilment of the Turkmen leader’s instructions to promote the comprehensive programme for strengthening national security and maintain the defence capacity of the national army which stood as a guarantor of a peaceful life and wellbeing of the Turkmen people.

Secretary of the State Security Council, Minister of National Security Ya. Berdyev reported on the progress of the military reform initiated by the Turkmen leader and the concrete measure taken to ensure protection of the constitutional system and maintain social and political stability which stood as a determining factor for achieving the lofty aims set to the Turkmen society in the epoch of new Revival.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to keep rigorous control over the activities aimed at maintaining law and order, social and political stability in the country and cohesion and unity of the society.

Head of the State Border Guard Service M. Yslamov reported on the work done by the Border Guard Service in the period and the measures taken to ensure protection of the scared boundaries of the Fatherland.

Focusing on the unquestionable importance of the tasks assigned to Turkmen frontier guards, the Turkmen leader instructed to continue the well-coordinated work on combat training and patriotic education of young soldiers and officers and create the favourable conditions for their life, service and recreation. In this context emphasis was put on the need to construct more building complexes of frontier posts and supply them with state-of-the-art equipment.

Head of the State Service on Drug A. Garaev reported on the measures taken to combat drug abuse and illicit drug trafficking.

Demanding that the activities be enhanced and carried out more consistently and effectively, the Turkmen leader said that these issues should be addressed through concerting efforts and potential of law enforcement agencies, health care and educational institutions and public organisation of the Galkynys National Movement. Noting that Turkmenistan attached considerable importance to its future work in the UN Commission on Narcotic Drugs in 2012-2015, President Gurbanguly Berdimuhamedov focused on the importance of enhancing cooperation with the international organisations to tackle these issues. We must closely collaborate and act jointly and resolutely to stamp out the use of drugs and drug trafficking as the social evil threatening the mankind, said the Turkmen leader.

Then the floor was given to Minister of Defence B. Gundogdyev who reported on the preparations of the military parade in honour of the 20th anniversary of independence and the progress of the military reform aimed at strengthening further and modernising the material and technical basis of the Armed Forces, training highly qualified military specialists and creating the favourable conditions of life and service of military servants and their families. Particular attention in the report was paid to the measures taken to improve the quality of training the officer personnel and conscripts.

Noting that modernization of the Armed Forces along with the concern for military servants were the key aspects of the ongoing large-scale military reform, President Gurbanguly Berdimuhamedov said that the Government would take further measures to strengthen the defensive capacity of the country as a guarantor of a peaceful and prosperous life of the Turkmen people and social and economic development of the country that looked to the future with confidence.

The Turkmen leader emphasized that Turkmenistan as a sovereign state committed to positive neutrality consistently pursued the policy of peacefulness and good neighbourliness, maintenance of the climate of mutual understanding and confidence. This is vividly illustrated by the new international initiatives for sustainable development and enhancement of peace, stability and security in the region and all over the world that Turkmen had put forward at the recent session of the United Nations General Assembly. President Gurbanguly Berdimuhamedov stated that these fundamental principles the military doctrine of the Turkmen state was based on that completely and absolutely underlay the tasks assigned to military and law enforcement agencies of the country.

Emphasizing that the Armed Forces must become the reliable outpost of the peacemaking policy and the military and political strategy developed in line with the status of neutrality and foreign policy of the Turkmen state, the Turkmen leader stated with satisfaction that the land and sea borders of the Fatherland where the naval forces under command of the Ministry of Defence vigilantly stood guard over national interests, were reliably protected.

Touching upon the celebrations in honour of the 20th anniversary of independence, the Turkmen leader demanded that all necessary measures were taken to hold the military parade, which served as some kinds of demonstration of the combat capacity of the national army, in a proper manner.

Minister of Internal Affairs I. Mulikov reported on the measures taken to optimize the police activities given the important tasks assigned to the subdivisions of the Ministry of Internal Affairs to maintain public order and prevent delinquencies in the country. The Minister reported that the construction of the office building of the Fire Prevention Service, an administrative building in Dashoguz Velayat and an apartment house for military servants and their families in Lebap Velayat had been completed.

Commenting on the report, President Gurbanguly Berdimuhamedov said that the Ministry played an important role in maintaining public order and stability in the country and emphasized that legitimate interests rights and freedoms of citizens must be protected. Also, the Turkmen leader demanded that the measures be taken to ensure road safety and prevent road traffic accidents throughout the country.

Endorsing the opening of the aforesaid newly built facilities to mark the 20th anniversary of independence, the Turkmen leader said that eh Government would take further measures to create the favourable conditions of life and service of law enforcement and military servants and their families.

Minister of Justice M. Garryev reported on the work done by the Ministry to update further the regulatory framework and the activities aimed at elucidating the major provisions and norms of national laws to citizens through conducting consultations.

Commenting on the report, President Gurbanguly Berdimuhamedov emphasized once again that it was important to provide competent legal services throughout the country even in most remote settlements that directly contributed to promoting legal literacy of citizens and instructed to make this work systematic.

With the view of fixing the amount of additional rank payments to workers of judicial bodies and ensuring their social welfare the President issued the Resolution.

Chairman of the State Customs Service A. Hojamgulyev reported on the work done in the period and the measures taken to control goods traffic that cross the border of our country. The Chairman informed the Turkmen leader that the construction of an office building on Ahal Velayat and apartment houses for customs officers and their families in Lebap and Balkan Velayat had been completed. These facilities would be put into operation to mark the 20th anniversary of independence of the Motherland.

Noting that the State Customs Service carried out the very important work, the Turkmen leader said that all necessary measures must be taken to ensure customs examination of goods crossing the borders of our country and modernise the material and technical basis of customs agencies.

Endorsing the opening of newly built facilities, the Turkmen leader focused on considerable importance of the further work in this sphere which reflected to a larger extent the essence of the ongoing grandiose society-oriented reforms.

Summing up the meeting and emphasizing that a specific role was assigned to a systematic approach to optimising the activity of military and law enforcement agencies, President Gurbanguly Berdimuhamedov demanded that the high-ranking officials of these agencies pay unremitting attention to such issues as improvement of the professional skills of military and law enforcement personnel and enhancement of the character building activities and the responsibility of the personnel for fulfilling the assigned tasks.

The President emphasized that the Government would take all necessary measures to create the conditions conducive to effective activity of military and law enforcement agencies and stated that the priority would be given to the strengthening of their material and technical basis through purchasing advanced technologies and equipment as well as creating the favourable conditions for life and service of military servants. Touching upon the issues regarding the preparations for the celebrations in honour of the 20th anniversary of independence, the Turkmen leader demanded that the military parade be held in a proper manner.

The other issues were considered, and the decisions were adopted during the meeting of the State Security Council.

Wishing the Security Council members every success in coping with the assigned tasks, the Turkmen leader expressed belief that the fulfilment of these tasks would provide the firm guarantees of peace and security in the Turkmen land and eventually the wellbeing of the country and people.
