OREANDA-NEWS. November 07, 2011. The Chairman of the State Customs Service Igor Kalyetnik is convinced that adoption of the new Customs Code will positively affect not only foreign trade, but also on the economic situation in Ukraine as a whole. After all, this document provides a significant simplification of all customs procedures. "With the adoption of the new Code, we forecast intensification of foreign economic activities and increased turnover. And accordingly, an increase of state revenues," the Chairman of Customs Service has noted.

Recently, the development of customs business restrained by outdated norms. This year Ukraine became the full-fledged member of the Kyoto Convention on Simplification and Harmonization of Customs Procedures. It means the commitment to implement all its provisions into legal system. Even before our country acceded to the Convention, it has already been made in the draft amendments to the new version of the Customs Code.

This is a compromise document, which will allow resolving many urgent issues. "The new Code contains the maximum number of rules of direct action" Igor Kalyetnik says.

This document allows resolving two blocks of interrelated issues. First, it is a simplification and acceleration of customs procedures, reducing the impact of the "human factor" in the process and outcome of customs clearance. It is the approximation of customs control and clearance with the European standards. There are access to such a level that all customs procedures were no more than 4 hours with its maximum facilitation, deviation away from red tape, minimization of an immediate contact between participants of foreign trade activities and service employees of customs. The second unit of issues - is improving of level of efficiency of counteraction to customs offences, strengthening the role of post-audit.
