OREANDA-NEWS. November 09, 2011. SORAINEN Estonia together with PricewaterhouseCoopers and Hogan Lovells is advising the Estonian state Road Administration authority on carrying out a major PPP project for construction and maintenance of a section of national road connecting Estonian capital city Tallinn with Estonia's second largest city, Tartu, and ending on the Russian border (the Kose-Mao road). The estimated EUR 173 million cost makes it the biggest PPP project in Estonia to date and the first in line with international standards, reported the press-centre of SORAINEN.

This major procurement project will be on the Estonian government agenda in upcoming weeks, when the final decision regarding construction of the road section is expected along with decisions about involving the private sector.

SORAINEN's mandate covers advising on implementation of project as a whole. Advice so far mainly includes analysing Estonian law in line with international PPP practice in order to identify possible obstacles preventing project implementation plus providing solutions and amendments to Estonian law to overcome any such obstacles. We have also drafted documents in cooperation with PricewaterhouseCoopers and Hogan Lovells for consultations on classification of PPP assets with Statistics Estonia and Eurostat.
