OREANDA-NEWS. November 11, 2011. The Federal Antimonopoly Service (FAS Russia) held a meeting of the Expert Council on developing competition in the metal industry, reported the press-centre of FAS Russia.   

The important items of the agenda were: FAS position regarding trade policies of metal companies and the state of work on a draft Federal Law “On Introducing Amendments to the Federal Law “On Protection of Competition” and other Legislative Acts of the Russian Federation”.

Opening the meeting of the Expert Council, Deputy Head of FAS, Andrey Kashevarov said that the Working Groups at the FAS Expert Council on developing competition in the metal industry would analyse development of trade and sales policies.

The most pressing issues include regional discounts, different prices for the same goods, supplied to consumers in Russia and abroad, as well as economic justification of discounts and mark-ups.

“These are the three key issues for us. Resolving them, we’ll resolve several problems of the metal industry and ensure maximum transparent rules of the game on the markets”, said the Head of the Department for Control over Industry and Defence Complex, Maxim Ovchinnikov.

The Head of FAS Legal Department, Sergey Puzyrevsky talked about the “third antimonopoly package of amendments” put forward by FAS Russia. His presentation covered the issues of dominant position, control over economic concentration, anticompetitive agreements and cartels.

The “third antimonopoly package” ensures more certainty with regard to the main instruments of antimonopoly regulation, which will enable bona fide market participants efficiently compete on the markets” stated Mr. Puzyrevsky.
