OREANDA-NEWS. November 21, 2011. The costs of aviation kerosine in airports can differ by 70% depending on the traffic flow, which adversely affects development of regional aviation. It was stated by the Head of a delegation of the Federal Antimonopoly Service, Deputy Head of FAS Anatoly Golomolzin, speaking in Paris at the Forum of the International Air Transport Association (IATA) on aviation fuel, reported the press-centre of FAS Russia.

IATA is the most influential international public organisation in the field of air transport. It represents 230 airlines from 118 countries around the world comprising 93% of the scheduled international traffic. Since its foundation in 1945, the main goals of IATA are developing flight quality and safety standards.

Speaking at IATA Forum, Anatoly Golomolzin discussed mutual impact of the market of aviation transportation and the market of aviation kerosine.

In particular, Deputy Head of FAS pointed out that depending on traffic flow the cost of aviation fuel between the airports transporting over 300,000 passengers and less than 10,000 passengers per year can differ significantly - by 70%, which adversely affects development of regional aviation.

He also discussed the reasons for a gap between supply and demand, differentiation of airports depending on the cost of aviation fuel in different regions and passenger traffic volume, as well as development of competitive relations on the market of producers of aviation kerosine and refueling complexes in airports.

Anatoly Golomolzin covered the issues of regulating aviation kerosine market; particularly, the practice of suppressing monopolistically high prices and discrimination of buyers by the largest producers of aviation fuel, FAS legislative initiatives to introduce formulae pricing for aviation kerosine, proposals for improving exchange trade with this type of fuel.

The report caused significant interests of Forum participants, who represented global aviation community. It was already the second report made by the Deputy Head of Russian antimonopoly authority at IATA conferences regarding changes on the aviation fuel market, and the results of the efforts undertaken by Russian antimonopoly authority to improve the antimonopoly law and enforcement in terms of regulating the aviation fuel market.

The first time Anatoly Golomolzin spoke at an IATA Forum on 12th November 2009 in Vienna. The topic of his presentation was “Towards Competitive Market of the Services of Aviation Fuel Supply in the Russian Federation”.
