OREANDA-NEWS. December 06, 2011. ROSNO’s North-Western Directorate organized a seminar dedicated to the changes in regulatory base in the field of insurance coverage of hazardous industrial facilities. During the event, the issues of providing insurance protection for hazardous facilities were covered by Mr. Boris Kuzin, deputy head of ROSNO‘s Liability Insurance Centre, reported the press-centre of ROSNO. 

The seminar was organized for the specialists of the production enterprises of St. Petersburg, who were in charge for security in course of operation of hazardous facilities, chief engineers and financial managers. The event aimed to explain clients the peculiarities of transition to the new model for provision of insurance protection of liability for operation of hazardous facilities in the context of the new RF Federal Law No. 225-FZ "On Obligatory Insurance of Civil Liability of Hazardous Facility Owner for Damage Inflicted Through Accident at Hazardous Facility", which becomes effective on 01 January 2012. The event was attended by the largest production enterprises of St. Petersburg, such as OJSC Izhorskiye Zavody, FGUP Metropolitan, Lenta Ltd., CJSC Lentekhgaz, OJSC Baltiyskiy Zavod, OJSC Sigma, Izmeritel Plant, etc., as well as the representatives of Rostekhnadzor’s North-Western Department and Emercom’s Central Department for St. Petersburg.

Mr. Boris Kuzin acquainted the meeting participants with useful practical information on organization of insurance operations under the new law No. 225-FZ, namely: what requirements shall be met by an insurance company to operate in the obligatory hazardous industrial facilities insurance market, how much will insurance amounts be increased, what are the criteria for determination of insurance amounts, what parameters will be used to calculate the insurance tariffs, what are the terms of the transition period until the end of 2011, what documents must be presented by the insurant to conclude a new obligatory hazardous industrial facilities insurance contract, etc.

"Along with the considerable increase in insurance compensation limits, the criteria for their calculation and the unified tariffs for the obligatory hazardous industrial facilities insurance, the Federal Law No. 225-FZ contains one more important novation of social significance", explains Mr. Boris Kuzin. — Insurers now assume an obligation to reimburse any damage inflicted to life and health of enterprise employees. Previously, damage was compensated only to third parties, while, most often, the victims of accidents were the insurant’s employees who did not constitute third parties. The law is primarily intended for protection of people’s interests — now, in case of loss of a breadwinner, his or her family will be paid 2 million roubles. In addition, beginning from 01 January 2013, insurance companies will calculate the size of insurance compensation related to the damage inflicted to health of third parties, using the insurance compensations table, where the size of compensation will depend on the nature of injury sustained by the aggrieved individual."
