OREANDA-NEWS. December 16, 2011. The Memorandum was signed in course of a visit of a FAS Russia delegation, led by Stats-Secretary, Deputy Head of FAS, Andrey Tsarikovskiy, to Spain. In Madrid FAS representatives had a meeting with the President of Spain’s Commission on Competition, Joaquin Garcia Bernaldo de Quiros, and members of the Council of Spain’s Commission on Competition, reported the press-centre of FAS Russia.

At the meeting, the parties discussed the issues of competition policy and enforcement of competition law. Andrey Tsarikovskiy informed his Spanish colleagues about the recent changes in Russia’s competition law (“the third antimonopoly package”). The parties also discussed the prospects of bilateral cooperation, in particular, possibility to start practical interaction of competition authorities as part of joint investigations of violations of competition law and investigation of transactions on cross-border markets.

The main outcome of the meeting was signing the Memorandum on Understanding in the field of cooperation between the Federal Antimonopoly Service (the Russian Federation) and Spain’s National Commission on Competition. Andrey Tsarikovskiy pointed out that signing the Memorandum on Understanding will be a weighty contribution in developing Russian – Spanish cooperation, taking into consideration the fact that in Russia the year of 2011 is “The Year of Spain in Russia” and accordingly in Spain – “The Year of Russia in Spain”.
